The cut off is not behind the toilet so can I assume it is outside and under the rig, near the rear number?

Normally there isn't one just for the toilet. You either turn off city water or turn the freshwater pump off.

Yep. Never seen a toilet water cut off in a camper. Looked up the 220VRB layout. Looks like the toilet water comes from under your sink. If like my Sonic-Lite, they have a stack of tees that direct the cold water to different fixtures. One of those tees will feed the toilet with a white braided line. See if it could be kinked between the tee and the toilet.

Not all RV's have shut valves on the toilet water line like most houses. It's always best to have a shut valve on your toilet if you're able to install one. That way when you have a problem with the toilet you just shut off the water to the toilet and not to the whole trailer.

Yes. Shut off valves are necessary. One time while camping hoses under the bathroom sink started leaking. I didn’t have PEX tools so had to turn city water supply and use park rest rooms. Bummer. No one was happy.
I am installing shut off valves now so I can turn specific section off. Also now keeping PEX tools and connections.

I added gear clamp style hose clamps to every connection in the camper. Haven't had a leak since.
