Black Tank Flush

Went to flush the black tank and the water would not flow into the inlet. I am missing a valve somewhere, but for the life of me I can't find it. Any suggestions?

It's under the bathroom sink in our Sonic Lite. It spits water every time you put water to the flush line. I have to wipe the cabinet out after flushing the tank.

I have installed a Camco brass check valve.
